Every state gets at least one seat in the House. Past that point, each seat represents about 750,000 people.
Here are the numbers of illegal immigrants in each state, per Pew Research, down to the point where they don’t influence the count of seats:
- California (2.3 million) — blue state, 3 seats
- Texas (2.1 million) — red state, 3 seats
- Florida (1.6 million) — red state, 2 seats
- New York (825,000) — blue state, 1 seat
- New Jersey (600,000) — blue state, 1 seat
- Illinois (550,000) — blue state, 1 seat, maybe
So, red states definitely get 5 seats from illegal immigrants. Blue states get at least 5, maybe 6.
IOW, it’s a draw.
The census counts people, not just citizens, because we need to know what sort of usage roads, bridges, utility systems, etc will get.
Note also that illegal immigrants paid $97 billion in taxes in 2022 and you don’t get utility service without paying for it, so they do pay for that infrastructure, as well as needing to use it.
The Constitution specifies that every ten years the entire population of the country is to be counted: it says “every person” resident in the country. Not every citizen, not every white person, not every voter, EVERY PERSON who resides in the country.
I’m sure that many illegals are not counted, as they will try to avoid notice, especially in the current fascist situation. Still, that’s what the Constitution stipulates, and what the algorithm that establishes House representatives is based on.
