Puerto Rico is a territory of the United States. It is not a separate country. The President of Puerto Rico is the President of the United States. Puerto Rico has a governor, just like each State in the Union. It is the same for the U.S. Virgin Islands, Guam, the Northern Mariana Islands, and American Samoa.
They are all territories of the United States, and each elects a Governor and a representative who sits in the House of Representatives as a delegate for their territory. They do not have voting rights.
U.S. territories have non-voting representation in the U.S. House of Representatives but no representation in the Senate. This arrangement, which differs from that of the 50 states, means that citizens in these territories do not have full voting rights in federal elections.
So, where would you like ICE to deport this American citizen?
