
The US BUYS power from Canada, and lots of it. If Canada chose it could cut off power to The NE of the US and the midwest. The US doesn’t supply Canada. British Columbia buys a tiny amount of power from Washing state PUDs and could replace it instantly.
The reason it buys some small amount of power from PUDs in Washington State is we have cheap electricity in Washington state because almost all of it is renewable and thus no cost of fuel.
Water? Dear Canada has massive amounts of water. IT has so much that it uses it to generate electricity it uses to make aluminum with it’s excess power.
No dear the US can’t cut off power and water to Canada, but they could decide to do it to the US if they chose.
There is an irrigation ditch that runs water from Montana, to Alberta, before running back to the US.. Because it jumps divides, there has been talks on shutting it down for decades. I guess this could be shut down at any time, though the water ends up, back in the US, just in a different river.
BC has had droughts for a couple of years, and has imported marginally more electricity from Washington, than it exports. This isn’t the usual case, and with site C dam online, I suspect that it won’t happen again.
So I guess you could do it tomorrow, and we probably wouldn’t notice.
