Do US aircraft carriers have planes on them when they leave port for deployment?

No.

When the carrier leaves port at the start of the cruise, the planes are all still at their Naval Air Stations. After the ship is about an hour or so out of port, the planes come out to meet the ship and we land them all. The reverse happens at the end of the cruise; When the ship is still at sea, the planes are launched and they head to their assigned NAS.
